Continuing his efforts to build a consensus on the implementation of OBC reservation in elite educational institutions, Prime Minister Manmohan Singh [ Images ] on Friday held consultations with Union Health Minister Anbumani Ramadoss, whose party Pattali Makkal Katchi wants its immediate implementation.

Advocating a 'one-go' rollout of reservation, Ramadoss told Dr Singh that students belonging to OBC category have waited enough to get access to higher education.

They could be accommodated in the existing facilities and as and when infrastructure improves, students from unreserved categories could be given seats.

"The PMK even asked for bringing an ordinance to implement the process," Ramadoss said after the meeting in which United Progressive Alliance [ Images ] chairperson Sonia Gandhi [ Images ] and Defence Minister Pranab Mukherjee [ Images ] were present.

The minister said his party was also against exclusion of creamy layer from the proposed reservation.

The prime minister received a boost on Thursday when he had received support from Rashtriya Janata Dal supremo Lalu Prasad Yadav [ Images ] when he said his party would support the government in "whatever decision it takes on the issue".

"We are committed to reservation. Let us first finalise all this," Lalu had said when asked whether his party would agree to a staggered implementation as suggested by the Oversight Committee headed by Veerappa Moily [ Images ].

RJD, along with the Left, Dravida Munnetra Kazhagam [ Images ] and PMK, wanted the government to bring a bill in this regard in the current session of Parliament.

The government had indicated it would talk to various political parties on passage of the bill for which a political consensus already exists.

The consultations assume significance as it happened a day after a meeting of Cabinet ministers convened by the prime minister failed to evolve a consensus on the roadmap for implementing the quota.

Chennai, June 23: PMK today demanded quota for OBCS and minority communities in the Women's Reservation Bill aiming to earmark 33 percent reservation to women in Lok Sabha and Assemblies, Represented by its president GK Mani and party founder Dr S Ramadoss' daughter-in-law and head of the party's green arm, Pasumai Thayagam, Sowmiya Anbumani Ramadoss, PMK raised the demand before the Parliamentary Standing Committee of Personnel, Public Grievances, Law and Justice, holding a two-day hearing on the matter here.

Chairman of the Committee, E M Sudarsana Nachiappan, told reporters that though PMK had demanded quota, they had, however, not specified whether it would be quota within reservation or outside it. However, the states were wrested with the rights of giving OBC quota, he said.

The RJD and Samajwadi party had raised a similar demand.

Major political parties including the DMK, AIADMK, Congress, BJP, CPI and CPI (M) wanted the bill to be passed in toto, he said adding almost all political parties wanted the bill to be passed in the forthcoming monsoon session of the Parliament.

The Committee would be conducting hearings in Kolkata and Mumbai before submitting the final report by August 5, he said. It had already conducted hearings in Delhi.

A state-wide common front of college and university students' organisations in Tamil Nadu launched protests against New Delhi and the state government demanding immediate action in stopping the war, which seeks to subjugate Tamil people who have refused to surrender into the hands of the Sri Lanka Army despite the physical and psychological war on them. 200,000 students took part in the 32 districts of the state on Wednesday, according to Dr. Vengadachalam, the organisor of the College Students' Coordinating Committee, a newly formed alliance of the students' organisations.

The students protest has gained significance as parties such as Communist Party of India (CPI), Pattali Makkal Katchi (PMK), Viduthalai Chiruththaikal Katchi (VCK) and Pazh Nedumaran's Tamil Nationalist Movement (TNM) extended support with their students' organisations.

Even as PMK's founder-leader Dr. S. Ramadoss led an agitation Tuesday at the Chennai Collectorate protesting the Central Government's inaction in procuring a ceasefire in the wake of the precarious situation of Tamil civilians in Vanni, other political parties in the state have announced party-wise protests.

D. Pandian, State Secretary of the CPI has announced statewide agitations in front of the district collectorates on Friday.

The CPI has squarely blamed the Congress Government at the Center, and the Karunanidhi-led Tamil Nadu Government for failing to act on a grave problem.

MDMK General Secretary Vaiko has announced state-wide demonstrations on January 28 condemning the State and Central Governments for their inaction towards the humanitarian tragedy unfolding in Vanni.

In a statement released from Chennai Tuesday, he blamed the Indian External Affairs Minister for failing to undertake a trip to Colombo to pressurize for a ceasefire.

The VCK has announced a "Sri Lankan flag burning demonstration" on February 4. "The Sinhalese flag will be burnt throughout the state to register our anger towards the genocidal government," VCK President Thirumavalavan had announced while concluding his indefinite hunger strike.

CHENNAI: The Pattali Makkal Katchi (PMK) will work for the transfer of education to State list and enactment of a law to regulate self-financing colleges at the national level.

These are among the main aspects of its poll manifesto released by party founder S. Ramadoss at a press conference here on Friday.

The party will urge the new government at the Centre to earmark six per cent of the Gross Domestic Product for education. Fifty per cent of the total outlay for education will be set apart for primary education.

Claiming that Minister for Health Anbumani Ramadoss had given “new and dynamic” direction and path to the development of health sector, the party said the National Rural Health Mission would be expanded and strengthened. The party will strive for stepping up the expenditure on health to three per cent of the GDP.

Talking of its pet themes of making the country free of tobacco and liquor, the manifesto says greater awareness will be created on the harmful effects of tobacco. The party is for providing assistance and incentives to farmers for cultivating cash crops instead of tobacco.

Prohibition will be strictly implemented.

Coming out against the use of genetically modified seeds, the PMK says it will insist on long-term research before the introduction of such crops. Agricultural universities should not be allowed to carry out research on GM crops along with the private sector.

In the case of inter-State water disputes, the party has reiterated its stand on nationalisation of rivers. On special economic zones, the party argues for the repeal of the SEZ Act. It favours special agricultural economic zones. It wants reforms in the power sector.

The party advocates the concept of smaller States and wants the country to be divided into 50 States. It supports the creation of Telangana and trifurcation of Uttar Pradesh.

PMK warns of stir for quotas in self-financing colleges

Chennai Feb. 19. Almost all political parties today came together to urge the Tamil Nadu Government that it ensure continuation of the reservation policy in self-financing engineering colleges.

With the private colleges deciding to follow their own admission procedures in the wake of a Supreme Court verdict, the Pattali Makkal Katchi organised an all-party public meeting to mobilise a political consensus to fight for social justice in the education sector.

Barring the ruling AIADMK, leaders of all parties participated in the meeting, at which the PMK leader, S. Ramadoss, warned that his party would resort to an agitation if the State Government did not ensure immediately that the private colleges followed reservation rules.

Lamenting that education had become a "commercial enterprise", he said engineering colleges had slipped into the hands of liquor traders, political brokers and goondas, who were exploiting the court verdict to admit students not on the basis of merit or reservation, but for money. Still, the Government was "sleeping" without taking any action to stem the rot.Detailing the struggle for reservation in Tamil Nadu since the pre- Independence era, the DMK general secretary, K. Anbazhagan, said quotas for backward and most backward classes and SC|ST must continue for removal of social discrimination and inequities. When the communal GO, issued in 1927 by Muthiah Mudaliar of the Justice Party, was challenged in 1951, the Congress leader, Kamaraj, persuaded the then Prime Minister, Jawaharlal Nehru, to bring in the first amendment to the Constitution to protect reservation for backward classes. The Tamil Nadu Government had a "big responsibility" to ensure that the hard-won reservation continued in professional colleges, urged Mr. Anbazhagan.

The CPI secretary, R. Nallakannu, hit out at the Chief Minister, Jayalalithaa, for not paying adequate attention to protect social justice. "She has no time for starving farmers or suffering students".

As nearly 60,000 of the engineering college students studied in self-financing institutions in the State, continuation of the reservation norms was essential, the Congress spokesman, T.S. Killivalavan, insisted.

The MDMK presidium chairman, L. Ganesan, highlighted the crucial role played by the Dravidian school of thought in the implementation of the reservation policy. In a milestone in the struggle, the erstwhile Karunanidhi regime extended reservation to the most backward communities as well, he said.

The BJP MLA, H. Raja asked the State Government to convene a meeting of educationists and engineering college managements to resolve reservation-related issues.

The Makkal Tamil Desam leader, S. Kannappan; the Republican Party functionary, A. Seppan, and the Periyar Dravidar Kazhagam president, Viduthalai Rajendran, were among those who participated.

CHENNAI, AUG. 28. The Pattali Makkal Katchi today demanded that a Constitution amendment providing for reservation in the private sector be tabled in the next session of Parliament.

While welcoming the United Progressive Alliance (UPA) Government's decision to include this in the Common Minimum Programme, the party said it was necessary to implement reservation in the private sector early to "ensure equal rights and social justice."

A consensus should be evolved among political parties, said a conference organised here by the PMK.

As a first step, 25 per cent of jobs should be reserved in all establishments in which the Government had invested 51 per cent. Also, all institutions which got loan from nationalised banks or which received land at government rates and availed themselves of other concessions and public sector units which were sold should "compulsorily implement the policy of reservation."

The conference condemned "the planned malicious campaign orchestrated by vested interests" and supported by a section of the media that reservation in the private sector would lead to a fall in productivity and blunt competitiveness.

The Maharashtra Chief Minister, Sushilkumar Shinde, who delivered the keynote address, said that when the captains of industry approached him after his Government introduced reservation in the private sector, he told them that had there been no reservation in politics and the public sector, he would not have become the Chief Minister.

`Fallacy'

It was a fallacy to allege that reservation would bring down efficiency. "Efficiency and merit are not exactly the forte of India's industrial culture. Or else, we would not have more than 2.5 lakh units lying closed and thousands of crores tied up in non-performing assets. It is astounding and incredible that the upper castes that form a tenth of the population, concentrate within themselves nine-tenths of India's entire pool of merit," he said.

"If we want reforms to succeed, then as Noble Laureate, Amartya Sen says, all sections of our society must get opportunities to participate in the process of reforms. They must be made competent and party to this process. And in my opinion this is the underlying philosophical thinking behind the policy of reservation in the private sector," he said.

The PMK founder, S. Ramadoss, said Mr. Shinde, by the legislation enacted in Maharashtra, had shown the way for the entire country. He alleged that the Tamil Nadu Government was doing little to protect the rights of the weaker sections, though the State was a pioneer in the social justice movement. He stressed the need for all like-minded forces coming together to achieve social justice for the weaker sections.

The Union Health Minister, Anbumani Ramadoss, said the UPA Government was committed to implementing reservation in the private sector. As a first step, all parties would be consulted.

The Dravidar Kazhagam president, K.Veeramani, said those who argued against reservation were against the concept of reservation itself.

The AICC secretary, K. Jayakumar, stressed the need for ensuring the proper implementation of the existing reservation policy. The PMK parliamentary party leader, M. Ramadoss; the PMK president, G.K. Mani; and the Forum for Educated president, Jawahar Nesan, spoke on various aspects of reservation in the private sector.

The Tamil Nadu Government has issued an order imposing a ban on the use of cellphones by students within school premises. The order comes in the wake of a state-wide agitation on Monday by the PMK, an ally of the ruling DMK, demanding a ban on cell phones in schools like in Karnataka.

According to a press release, the State School Education Minister Thangam Thennarasu said anxious parents, educationists and members of the public had brought to the Government’s notice that students were getting distracted by use of cellphones and messaging in school premises.

The Minister also noted that an increasing number of students were busy sending SMSes instead of concentrating on studies. Now with the ban, students would show more interest in studies, he said.

The School Education Secretary had been directed to give necessary advise in this regard to students and their parents, he said.Pary Mohan, the state president of the PMK’s students’ wing, said there had been several instances of pornographic MMS being sent by students. Recently, the police had taken a youth, an engineer, into custody, for sending pornographic material to other students on their cellphones.

CHENNAI: The Pattali Makkal Katchi (PMK) has urged the State Government to devise an adequate legal safeguard for the Government's decision to scrap the common entrance examination for admission of students to professional courses.

``The issue of the 69 per cent reservation in employment is pending before the Supreme Court for 10 years. The 25 per cent reservation for rural students in the admission was struck down by the High Court (in February 2002). A similar fate should not befall this move too,'' the party founder-leader, S. Ramadoss, told presspersons here on Tuesday.

As there was scope for someone to move the court against the Government's latest order and challenge its validity, the Government should promulgate an ordinance to provide suitable legal cover. ``Even the Assembly can be convened for a special session for passing a law,'' he added.

On the possible adverse impact on the Central Board of Secondary Education (CBSE) students, Dr. Ramadoss said they were less in number and hailed from urban areas with affluent social background.

As for accommodating students in the colleges with the same marks in core subjects, he suggested three parameters for selecting the students. The aggregate marks and performance in Tamil should be taken into account. Also, if the students had taken Tamil as the medium of instruction, that should be given importance.

Special treatment sought

Demanding the renewal of the 25 per cent reservation system for rural students, Dr. Ramadoss said his party would continue to struggle for achieving this.

Asked why the reservation should be made for rural students, as the move to scrap the CET would benefit them, he said the rural students deserved a special treatment as in the last two decades, they had been ``discriminated'' against.

FOR A CAUSE: Members of PMK students’ wing protesting against capitation fee and donations in educational institutions in Chennai on Tuesday.

CHENNAI: Members of Tamizhaga Manavar Sangam, the students’ wing of Pattali Makkal Katchi, staged a demonstration near Collector’s office on Rajaji Salai and in Tambaram on Tuesday protesting the collection of huge sums as capitation fee and donation in schools and colleges.

Carrying placards and banners, the activists at the protest on Rajaji Salai, led by State Secretary of the Sangam K.Saravanan, raised slogans against hike in the fees in educational institutions and their collecting donation.

Thought the government was aware of such violations, so far no action had been taken, Mr Saravanan complained.

At Tambaram, Kancheepuram district secretary of PMK Mohana Sundaram said apart from lowering fee, the private institutions should come forward in putting an end to collection of donation. And if they failed, Central and State government bodies should step in, pull up the violating colleges and put in place a mechanism that would ensure elimination of donation.

Mr. Sundaram said the government should take a thorough look into the facilities available to students and staff of self-financing colleges. Many colleges, especially technical institutions, collected huge sums from students, but facilities in laboratories and libraries were poor, he added.

The protestors said commercialisation of education had become rife more than even before, adding that even for admitting children in primary classes, parents were forced to shell out huge sums.

To protest against collection of donations by institutions

CUDDALORE: Members of the Tamilaga Manavar Sangam staged a demonstration in front of the Collectorate here condemning the practice of collecting compulsory donation by the educational institutions.

According to A.Vijai, State secretary (technical education wing) of the Sangam, it had become habitual for the educational institutions to collect compulsory donation and exorbitant fees under various heads.

Though the government had fixed the fee structure the self-financing colleges did not adhere to it. The excess fee collection by the managements had made higher education, even school education, unaffordable to the students belonging to the economically weaker sections. Therefore, the Sangam urged the authorities to take severe action against institutions which fleeced the students by throwing to the winds the fee collection norms.

Mr. Vijai further said the students’ forum earlier known as Pattali Manavar Sangam had opted for a name change (as Tamilaga Manavar Sangam) because it wanted to shed off the political flavour.

நாகர்கோவிலில் செய்தியாளர்களிடம் செவ்வாய்க்கிழமை பேசிய அவர் மேலும் கூறியது:
அதிமுக கூட்டணியிலிருந்து பாமக விலகியதற்கான காரணத்தை ஏற்கெனவே விளக்கியுள்ளேன். சுயமரியாதைக்கு களங்கம் ஏற்படும்போது இதுபோன்ற முடிவுகள் எடுக்க நேரிடுகிறது.
இத்தகைய சூழ்நிலை எங்கள் கட்சிக்கு மட்டும் நேர்ந்ததல்ல. 1990-ம் ஆண்டில் மத்தியில் சந்திரசேகர் தலைமையில் ஆட்சி நடைபெற்றபோது ராஜீவ் காந்தியின் வீட்டை வேவு பார்த்ததாக கூறி, மத்திய அரசுக்கு அளித்த ஆதரவை காங்கிரஸ் விலக்கிக் கொண்டது. கொள்கைரீதியாக ஆதரவை விலக்கி கொள்ளவில்லை.
1971-ல் திமுக- காங்கிரஸ் கூட்டணி நீடிக்கவில்லை. திமுக குறித்து சி. சுப்பிரமணியம் கேள்வி எழுப்பியதால் சுயமரியாதைக்கு விடப்பட்ட சவால் என்று திமுக விலகியது. கடந்த முறை திமுகவிலிருந்து நாங்கள் வெளியேற்றப்பட்டதும் கொள்கைரீதியாக எடுக்கப்பட்ட முடிவல்ல.
அதிமுக முன்புபோல் இல்லை. அக் கட்சியில் கோஷ்டிகள் அதிகரித்துள்ளன. கடந்த மக்களவைத் தேர்தலில் அக் கட்சி தொண்டர்கள் பலர் திமுக கூட்டணிக்கு விலைபோயினர். தற்போது அதிமுக மிகவும் பலவீனமான கட்சியாக மாறிவிட்டது. அக் கட்சியின் தலைமைக்கு, தலைமைப் பண்பு, ஆளுமைப் பண்பு இல்லை என்பது அரசியல் நோக்கர்களின் கருத்து. தொண்டர்களை அரவணைக்கும் போக்கும் இல்லை என்று அக் கட்சியினரே தெரிவிக்கிறார்கள்.
கூட்டணி ஏன்? தமிழகத்தில் 1967-ல் இருந்து திமுக, அதிமுக என்று இரு அணிகளாகவே இருந்து வந்தது. தேசிய கட்சிகளும், மாநில கட்சிகளும் அக் கட்சிகளுடன் கூட்டணி வைத்து வருகின்றன. 1996-ம் ஆண்டுவரை பாமக தனித்து போட்டியிட்டு வந்தது. அப்போதுகூட 4 இடங்களில் வெற்றி பெற்றிருந்தோம்.
மூன்றாவது அணி தமிழகத்தில் உருவாக வாய்ப்பில்லை என்ற நிலையில் 1996-க்குப்பின் கூட்டணி சேரவேண்டிய நிர்பந்தம் உருவானது.
3-வது அணி: தமிழகத்தில் தனித்துப் போட்டியிட அனைத்துக் கட்சிகளும் முன்வந்து கையெழுத்திட்டால் நான் முதலில் கையெழுத்திடுவேன். காலத்தின் கட்டாயம் ஏற்பட்டால், மக்கள் விரும்பினால் தமிழகத்தில் பாமக தலைமையில் 3-வது அணி அமையும்.
கடந்த 20 ஆண்டுகளாக சமூக, பொருளாதார, அரசியல் கொள்கைகளுடன் ஆக்கபூர்வ வழியில் செயல்படும் பாமகவைப்போல் வேறு கட்சிகள் உள்ளதா? பாமகவுக்கு திமுகவின் கதவு மூடியிருப்பதாக சொல்ல முடியாது. சட்டப் பேரவைத் தேர்தலுக்கு இன்னும் ஒன்றரை ஆண்டு காலம் உள்ளது. எனவே கூட்டணி குறித்து தேர்தல் நேரத்தில் கட்சி முடிவு எடுக்கும்.
அதிமுக ஆட்சியில் இருந்தபோது கூட்டணியில் இருந்த நாங்கள்தான் அதிகமாக அக் கட்சியை விமர்சித்தோம். திமுக கூட்டணியில் இருந்தபோதும் அதையே செய்தோம். கடந்த தேர்தலில் திமுக தில்லுமுல்லுகளை செய்து எங்களை தோற்கடித்தது. அதே நேரத்தில் ஒன்பது தொகுதிகளில், ஆறு தொகுதிகளில் அதிமுக வெற்றிபெற நாங்கள்தான் காரணம்.
எந்த கூட்டணி சிறந்தது? அதிமுகவிலிருந்து பாமக விலகியது கட்சியின் நிர்வாகக் குழு எடுத்த முடிவு. அந்த முடிவுக்கு நான் கட்டுப்பட வேண்டும். சொந்த காரணங்களுக்காக கூட்டணியிலிருந்து வெளியேறியதாக கூறமுடியாது.
திமுக, அதிமுக கூட்டணியில் எது சிறந்தது என்பது குறித்தும் கருத்து தெரிவிக்க விரும்பவில்லை. ஆனால், அதிமுக தலைமையுடன் தொடர்பு கொள்ளவே முடியாது. திமுக தலைமையுடன் தொடர்பு கொள்ள முடியும்.
முல்லை பெரியாறு அணை பிரச்னை: முல்லை பெரியாறு அணை பிரச்னையில் புதிதாக அணை கட்டுவதற்காக கேரள அரசு ஆய்வு நடத்த மத்திய அரசு அனுமதி அளித்துள்ளதை எதிர்த்து முதலில் குரல் கொடுத்தோம். இந்தப் பிரச்னையில் 2006-ம் ஆண்டு பிப்ரவரி 27-ல் உச்ச நீதிமன்றம் தீர்ப்பு அளித்தபோது, தமிழகத்தில் அப்போது ஆட்சியில் இருந்த ஜெயலலிதா, நிர்வாக ஆணையத்தை அமைத்து நீர்மட்டத்தை உயர்த்தியிருக்கலாம். ஆனால், அப்படி எதையும் செய்யவில்லை. தற்போது இந்தப் பிரச்னையில் தமிழக அரசு உச்ச நீதிமன்றத்தில் வழக்கு தொடரவுள்ளது காலம் கடந்த முடிவாக இருந்தாலும் நாங்கள் வரவேற்கிறோம்.
தமிழக நலனுக்கு எதிராகவே மத்திய அமைச்சர் ஜெய்ராம் ரமேஷ் செயல்படுகிறார். நதிநீர் இணைப்புக்கு உடன்பாடு இல்லை என்று இப்போது அவர் கூறுகிறார்.
கட்சிகளுக்கு வேண்டுகோள்: கேரளத்தில் எந்த கட்சி ஆட்சியில் இருந்தாலும் தமிழகத்துக்கும், தமிழர்களுக்கும், ஈழத் தமிழர்களுக்கும் எதிரான கொள்கைகளையே கொண்டுள்ளனர். ஆனால், அவர்களை சகோதரர்களாகவே தமிழர்கள் பாவிக்கிறார்கள். மேற்குத் தொடர்ச்சி மலையிலிருந்து 44 ஆறுகள் உற்பத்தியாகின்றன. அதில், 3 ஆறுகள் மட்டுமே கேரளத்துக்கு பயன்படுகின்றன. மற்றவை அரபிக் கடலில் கலக்கின்றன.
இந்நிலையில் தமிழர்களது பணத்தில் அமைக்கப்பட்ட நெய்யார் இடதுகரை கால்வாய்க்கு 2004 முதல் கேரள அரசு தண்ணீர்விட மறுக்கிறது.
தற்போது எழுந்துள்ள பிரச்னைகள் காரணமாக தேவிகுளம், பீர்மேடு பகுதிகள் தமிழகத்துக்கு சொந்தமானவை என்று இங்குள்ள ஒட்டுமொத்த அரசியல் கட்சிகளும் குரல் எழுப்ப வேண்டும் என்று வேண்டுகோள் வைக்கிறேன்.
சமச்சீர் கல்வியைக் கொண்டு வர வேண்டும் என்றும் கல்விக் கொள்ளையைத் தடுக்க வேண்டும் என்றும் வலியுறுத்தி தமிழக மாணவர் சங்கம் சார்பில் தென்மாவட்டங்களில் மாநாடு நடத்தப்படுகிறது. கல்வி புரட்சி, பண்பாட்டு புரட்சி ஏற்பட வேண்டும் என்று கூறி வருகிறோம். தமிழகத்தில் தற்போது கொண்டுவரப்பட்டுள்ளது சமச்சீர் கல்வி கிடையாது. தமிழகத்திலுள்ள இலங்கைத் தமிழர்களுக்கு இந்திய குடியுரிமை வழங்க வேண்டும் என்பதை வரவேற்கிறோம். ஆனால், அது நடக்காது என்பதையும் கூறிவருகிறோம் என்றார் ராமதாஸ்.

சென்னை, செப். 24: மாநில திட்டக் குழு அறிக்கையில் கூறியுள்ளபடி சமச்சீர் கல்வி முறையை அமல்படுத்த முதல்வர் கருணாநிதி நடவடிக்கை எடுக்க வேண்டும் என பா.ம.க. நிறுவனர் ராமதாஸ் வலியுறுத்தினார். சமச்சீர் கல்வி குறித்த முத்துக்குமரன் குழு பரிந்துரைகளை முழுமையாக அமல்படுத்தக் கோரி தமிழக மாணவர் சங்கம் சார்பில் சென்னையில் வியாழக்கிழமை ஆர்ப்பாட்டம் நடைபெற்றது.
ஆர்ப்பாட்டத்தில் ராமதாஸ் பேசியதாவது: சமுதாயத்தில் உள்ள எல்லா மாணவர்களுக்கும் தரமான கல்வி கிடைத்திடும் வகையில் பொதுப்பள்ளி முறை, அருகாமைப் பள்ளி முறை, தாய்மொழி வழிக் கல்வி முதலானவற்றை உள்ளடக்கியதே சமச்சீர் கல்வி முறையாகும். இந்த முறை குறித்து அதிகாரிகளுக்கு தெரியாமல் இருக்கலாம். ஆனால் சமச்சீர் கல்வி முறை குறித்து முழுமையாக புரிந்து கொண்டவர் முதல்வர் கருணாநிதி. எனினும் சமச்சீர் கல்வி முறையை முழுமையாக அமல்படுத்த தமிழக அரசு தயாராக இல்லை. சமச்சீர் கல்வி முறை குறித்த தமிழக அரசின் இப்போதைய அறிவிப்பு அக்கல்வி முறைக்கு எதிரானதாக உள்ளது. இதனால் மாணவர்களுக்கு எந்தப் பயனும் கிடைக்காது. வளர்ந்த நாடுகள் பலவற்றிலும் சமச்சீர் கல்வி முறை அமல்படுத்தப்படுகிறது. ஆனால் நமது இப்போதைய கல்வி முறை ஏழை, பணக்காரர் என பாகுபாடு செய்யும் முறையாக உள்ளது. எனவே தமிழக அரசு உண்மையான சமச்சீர் கல்வியை அளிக்க முன்வர வேண்டும். அதற்கு முத்துக்குமரன் குழு பரிந்துரைகளை முழுமையாக அமல்படுத்த வேண்டும். அரசுப் பள்ளிகளில் தரமான அடிப்படை கட்டமைப்பு வசதிகள், போதுமான ஆசிரியர்கள் நியமனம் ஆகியவற்றுக்கு அரசு நடவடிக்கை எடுக்க வேண்டும். தமிழக திட்டக் குழு என்பது முதல்வர் கருணாநிதியை தலைவராகக் கொண்டு செயல்படுகிறது. அக்குழுவின் சார்பில் அதன் துணைத் தலைவர் பேராசிரியர் நாகநாதன் வெளியிட்டுள்ள அறிக்கையில் சமச்சீர் கல்வியின் அவசியம் குறித்து வலியுறுத்தப்பட்டுள்ளது. எனவே திட்டக் குழு அறிக்கையில் கூறியுள்ளவாறு சமச்சீர் கல்வியை அமல்படுத்த கருணாநிதி முன்வர வேண்டும் என்றார் ராமதாஸ்.

சமச்சீர் கல்விக்காக மாணவர்கள் போராட வேண்டும்: ராமதாஸ்

கடலூர், ஆக. 9: தமிழ்நாட்டில் சமச்சீர் கல்வியை வலியுறுத்தியும் கட்டணக் கல்வியை எதிர்த்தும் மாணவர்கள் போராட வேண்டும் என்று, பாமக நிறுவனத் தலைவர் ராமதாஸ் வலியுறுத்தினார். சமச்சீர் கல்வியை வலிறுத்தியும், கட்டாயக் கல்விக் கட்டணக் கொள்ளையை தடுத்து நிறுத்தக் கோரியும், தமிழக மாணவர் சங்கம் சார்பில் கருத்தரங்கம் கடலூர் முதுநகரில் ஞாயிற்றுக்கிழமை நடந்தது.
கருத்தரங்கில் ராமதாஸ் பேசியது:
தமிழ்நாட்டில் ஏழைகள், நடுத்தர மக்கள், பணக்காரர்களுக்கு என்று தனித்தனியே கல்வி உள்ளது. அனைவருக்கும் சமமான கல்வி கிடைக்க வேண்டும். அதைக் கொடுக்க வேண்டிய கடமை அரசுக்கு உள்ளது. பாடப் புத்தகங்களின் சுமை குறைய வேண்டும். கட்டாயக் கல்வி, கட்டணம் இல்லாக் கல்வி, தரமான கல்வி, சுமையற்ற கல்வி, சுகமான கல்வி ஆகியவை தேவை. தனியார் கல்லூரிகளில் அநியாயக் கட்டணம் வசூலிக்கிறார்கள். கல்வி கடைச் சரக்காக மாறிவிட்டது. மாநிலக் கல்வித் திட்டம், மெட்ரிக் கல்வித் திட்டம், சி.பி.எஸ்.இ. கல்வித் திட்டம், ஆங்கிலோ இந்திய கல்வித் திட்டம், பன்னாட்டு கல்வித் திட்டம் என்ற 5 விதமாக தமிழ்நாட்டில் தான் உள்ளது. இவை ஒழிக்கப்பட்டு மாநிலப் பாடத்திட்டம் வேண்டும். ஐ.ஐ.டி., ஐ.ஐ.எம். போன்ற மத்திய அரசின் உயர்கல்வி நிறுவனங்களில் 77.5 சதவீத இடங்களை 5 உயர் சாதியினர் அனுபவித்து வந்தனர். இது அநியாயம் என்று பிற்படுத்தப்பட்டவர்களுக்கு 27 சதவீதம் இடஒதுக்கீடு கேட்டுப் போராடினோம். இதற்கு தமிழகத்தில் எங்களைத் தவிர யாரும் குரல் கொடுக்கவில்லை. போராடிப் பெற்றோம். தமிழ்நாட்டில் ஏழை மாணவர்கள் நுழையா நிலை, நுழைவுத் தேர்வால் ஏற்பட்டது. நுழைவுத் தேர்வை எதிர்த்து நாங்கள் போராடி வெற்றி பெற்றோம் என்றார் ராமதாஸ்.
கருத்தரங்கில் பாமக தலைவர் ஜி.கே.மணி, தி.வேல்முருகன் எம்எல்ஏ, முன்னாள் எம்எல்ஏ ஆர்.கோவிந்தசாமி, தமிழக மாணவர் சங்க ஒருங்கிணைப்பாளர் டாக்டர் பிரபு உள்ளிட்டோர் பேசினர்.
சமச்சீர் கல்வியை தமிழக அரசு நடைமுறைப்படுத்த வேண்டும், அரசு நிர்ணயக் கட்டணத்துக்கு மேல் வசூலிக்கும் கல்வி நிறுவனங்கள் மீது கடும் நடவடிக்கை எடுக்க வேண்டும் என்று கோரும் தீர்மானங்கள் நிறைவேற்றப்பட்டன.
